LINCOLN COUNTY, GA (WFXG) -

The Richmond County Sheriff's Office has arrested a man after a pedestrian was hit and killed at the intersection of Tobacco and Jack Kelly roads around 3 a.m. Sunday morning.

The Richmond County Sheriff's Office Traffic and STAR Unit responded to the accident and discovered that the victim, 24-year-old Stephen Brinson of Augusta, had been outside of his vehicle changing a tire. He was stopped in the right-hand lane of Tobacco Road and had his four-way flashers activated.

Another vehicle, driven by Richard Dukes, was traveling eastbound and struck Brinson and the rear-end of his vehicle. Brinson was pronounced dead at the scene.

Dukes then ran away from his red Chevrolet S-10 pickup, leaving it at the scene. He was caught and arrested a short time later.

Alcohol is considered to be a contributing factor in the accident.

Warrants are being obtained for vehicular homicide in the first degree and felony hit-and-run.
