Solicitor: Police chief 'inappropriate' but not criminal in 'use of force' incident

YORK, SC (WBTV) -

York Police Chief Andy Robinson has been cleared of criminal wrongdoing after he was involved in a high speed police chase that ended with the suspect being stomped on.

The chase took place in early April through parts of York County and was caught on dash cam video.

South Carolina's State Law Enforcement Division began investigating Chief Robinson after complaints about possible use of excessive force.

Dash cam video shows Robinson stomp on a suspect, who was lying on the ground, right after officers pulled him from a stolen car.

According to Solicitor Chrissy Adams, SLED's case file was reviewed by the 10th Judicial Circuit and potential charges for assault and battery 3rd degree would not be filed.

"While his actions may be deemed inappropriate, his conduct does not rise to the level of criminal culpability," Adams said in her report.

After the city's initial investigation, Robinson was suspended from work for three days in June.

Investigators say Robinson exercised poor judgement by not ordering a lieutenant to end the chase back in April.

An internal review concluded four officers, including Robinson and the lieutenant, violated department policies during a high speed chase that registered speed more than a 100 mph.

Lieutenant Dale Edwards received a one day, unpaid suspension.

Investigators say Edwards had a number of violations, including going outside the three mile limit for a chase involving a property crime.

Two rookie officers received a written reprimand.
