WASHINGTON, DC (CNN) – Congressional approval rating has dropped to its lowest level ever in a midterm election year since polling started in 1974.

A new Gallup survey finds only 16 percent of Americans approve of the job congressional lawmakers are doing.

This sets the stage for a big turnover in the November elections.

Gallup says there tends to be more shake-ups at the voting booths in midterm election years when congressional job approval is low.

This year's rating is five percentage points lower than 2010, when the House of Representatives underwent major changes and Republicans took back control of the chamber.
