Two indicted for abuse of child; dad speaks out on child welfare

CLEVELAND, OH (WOIO) -

A local father is speaking out for the first time, saying child welfare workers failed his son.

The little boy, who is only three, almost died because of the abuse. Now a grand jury has indicted the mom and her boyfriend.

The boy had lived his with mom on the West Side. Cuyahoga County child welfare workers have had an open case with her since 2012.

Yet this month she took the child to the hospital with broken bones, internal injuries, head injuries, malnutrition, and even frostbite.

Soler says his son had apparently been put outside for punishment.

A grand jury just indicted the mother, Carla Rivera. Her boyfriend has been indicted too.

Soler can't understand why they'd hurt a child or why case workers didn't notice.

"They were in the house. Instead of looking in the kitchen, they shoulda been looking at the kids," says Soler. 

Records show this mom and her boyfriend have a violent relationship. He has mental issues and they haven't followed through with help.

The county says this mom has seven kids. They also said that any abuse was not evident to a social worker. 

"If they woulda checked on that before, he wouldn't be in the hospital," says Soler.

Soler says the mother wouldn't let him see the boy before. Now he hopes she never sees the child again.

Soler is spending long days at the hospital with his son, still wondering how this all could happen in a household under watch.
