Neighbors describe 'terrifying' moments after woman shoots fiance

HEPHZIBAH, GA (WFXG) -

Richmond County deputies say Amanda Neeley shot her fiance Steven Ouzts in the chest outside his home on Forest Road in Hephzibah.

He's in critical condition, she's in jail and their neighbors are asking why.

"There was just so much blood; it's just scary and terrifying," said neighbor Tammy Schull.

She says she can't forget the scene that unfolded next to her home Wednesday.

"We just saw ambulances, police everywhere, and detectives everywhere. I was with my kids in the pool an hour before it happened and next thing you know the police were all over there," she said pointing to Oustz's yard.

According to deputies, the couple has been together 16 years and they have two children together.

Neighbors say the couple was fighting when Neeley fired a 9 mm gun at her fiance twice.

"I'm shocked that she did it," Schull, said.

Neeley doesn't have an arrest record but we found Ouzts is a registered sex offender in Georgia.

According to an incident report, deputies arrested him for simple battery in 2012 for pushing Neeley down in their home.

Schull doesn't know what started the couple's argument but she doesn't think it should have ended with a bullet.

"Whatever problems and stuff they had I don't think it's worth shooting him for," she said.

Neeley is charged with aggravated assault and possession of a firearm during a crime.
