Self-styled pastor, 2 others sentenced in Phoenix fraud scheme

Three Phoenix residents have been sentenced for their roles in defrauding $118,000 in healthcare benefits from Arizona's health care system for the indigent, Arizona Attorney General Tom Horne said.

Michael Salman, 39, his wife, Suzanne Salman, 34, and Michael Salman's brother, Frank, 37, were sentenced to probation in Maricopa County Superior Court last week. They will also pay fines and restitution.

Michael Salman and his wife misrepresented their earnings to the Arizona Department of Economic Security and received health insurance benefits through the Arizona Health Care Cost Containment System for themselves and their children, Horne said.

Between May 2007 and March 2012, Frank Salman misrepresented his income to DES in order receive AHCCCS health insurance benefits for himself, his wife and children.

Michael and Suzanne Salman caused AHCCCS to pay out $73,000 for medical coverage for them and their children, Horne said. AHCCCS paid out $45,000 for coverage for Frank Salman and his children, Horne said.

Prior to sentencing, Michael and Suzanne Salman paid AHCCCS full restitution of $73,808.92. Michael Salman pleaded guilty to one count of theft and one count of forgery and was sentenced to three year's probation for each count. Salman was also ordered to pay a $9,200 fine and complete 40 hours of community service. Suzanne Salman was sentenced to six month's probation and ordered to perform 40 hours of community service.

Frank Salman paid AHCCCS full restitution of $45,304.16 prior to sentencing. He pleaded guilty to one count of theft and was sentenced to one year of probation and ordered to perform 20 hours of community service.
