A man is accused of laying on the floor to look up women's skirts at two Valley stores on two separate occasions, Phoenix police said.

Officers with Silent Witness hope someone will recognize the man from surveillance video and images and notify police.

"This is the first time where I've seen someone lay on the floor of a busy store, on a busy weekend during a good time frame - 3 p.m.," said Silent Witness spokesman Darren Burch.

The man is described as between 20 to 40 years old. He has a medium to muscular build and dark hair.

The most recent incident took place Oct. 14 at about 2:15 p.m. at the 99 Cents store at 12805 N. Tatum Blvd.

He is accused in a similar but separate case dating to July 1. Police said at about 3 p.m., he entered a Michael's store at 4727 E. Cactus Rd. by himself and approached the woman. As the victim was looking at items on the shelf, the suspect was seen lying on the floor looking up her dress, Burch said.

"A woman felt something brush against her leg," Burch said. "To her shock, she saw the guy looking up her dress laying on the floor of the store."

The ages of the victims are 19 and 41. Burch said both incidents occurred on a Sunday in about the same time frame and in the same general area of the Valley - near Cactus and Tatum.

"We don't know if he's going to escalate this perversion and become violent," Burch said. "He's very obvious about it and is not afraid of getting caught. This is the type of criminal who will keep doing this."

Burch said it's not known if the man is armed. He added it's possible the man could become confrontational if confronted.
