Phoenix police are investigating a man and a teen who videotaped a terrorist stunt allegedly designed to test police response to a terrorist situation.
Officer James Holmes said they found a 16-year-old boy wearing a sheet around his body and what appeared to be a rag around his head while carrying a rocket launcher near West Bell Road and North 33rd Avenue on Saturday afternoon.
Police said a man, identified as Michael David Turley, 39, videotaped the child and the officer as he arrived.
The pair were taken into custody.
Investigators said Turley and the juvenile were "making a movie" that was designed to test police response to a terrorist. [Click to watch the YouTube video]
Turley was arrested for knowingly giving a false impression of a terrorist act, endangerment, contributing delinquency of a minor and misconduct involving a simulated explosive.
